Tongli Risheng and Gansu Mobile Sign Strategic Cooperation Agreement to Jointly Explore a New Future in Green Digital Energy
At 3:00 PM on July 15, 2025, China Mobile Communications Group Gansu Co., Ltd. (hereinafter referred to as “Gansu Mobile”) and Jiangsu Tongli Risheng Machinery Co., Ltd. (Stock Code: 605286, hereinafter referred to as “Tongli Risheng”) successfully held a signing ceremony for their strategic cooperation agreement at Gansu Mobile's Qingyang Branch. Both parties will leverage their respective core strengths in telecommunications and energy sectors to deepen cooperation across multiple dimensions, including communication and data center construction, 5G+ smart energy applications, enterprise digital transformation, green energy supply, intelligent operation and maintenance, new energy project development, and technical exchanges. This collaboration aims to jointly advance industrial upgrading and green development.
The signing ceremony was presided over by Ma Shike, Member of the Party Committee, Director, and Deputy General Manager of Gansu Mobile. Attendees included Li Hu, General Manager of Gansu Mobile's Government and Enterprise Division; Chen Changliu, General Manager of the Computing Power Branch; Ha Huajun, Party Secretary and General Manager of Qingyang Branch; Yu Zhiwei, Member of the Party Committee and Deputy General Manager of Qingyang Branch; Wang Ye, Chairman of Beijing Tianqi Hongyuan New Energy Technology Co., Ltd.; Lan Yunpeng, Executive President of Beijing Tianqi Hongyuan New Energy Technology Co., Ltd.; and Liu Liang, Board Secretary of Tongli Risheng, among other leaders from both parties.
Deepening Cooperation Areas, Charting a Shared Development Blueprint
Under the agreement, both parties will focus on the following key areas:
1. Communications and Data Center Collaboration: Leveraging its robust information system operation capabilities and data center construction expertise, Gansu Mobile will provide Tongli Risheng with communication information system support, business operation and maintenance services, as well as data center construction, computing power services, and private cloud platform deployment support. This will ensure the secure and stable operation of Tongli Risheng's green power asset information systems and remote server rooms.
2. 5G+ Smart Energy Innovation: Both parties will integrate resources to explore innovative applications based on Gansu Mobile's technical strengths in 5G network slicing, edge computing, network intelligence, and security. This includes implementing comprehensive 5G private network solutions, 5G+ smart construction sites, 5G+ smart wind/solar power, and 5G+ smart buildings.
3. Green Energy Synergy: Tongli Risheng will leverage its technological and production capacity strengths in clean energy to tailor green energy solutions for Gansu Mobile's national data center network (particularly its Gansu nodes). Through direct green power supply, green certificate trading, and carbon asset management, this collaboration will increase the proportion of clean energy consumption in Gansu Mobile's information infrastructure while effectively reducing carbon emission intensity.
4. Smart Operations & Maintenance Assurance: Both parties will jointly establish a comprehensive, intelligent operations and maintenance assurance system covering the entire transmission and transformation equipment and facilities chain. This ensures efficient and stable energy delivery, supporting the long-term implementation of strategic objectives.
5. Joint Development of New Energy Projects: Leveraging Gansu Mobile's local resources and digital capabilities alongside Tongli Risheng's end-to-end project experience, both parties will innovate cooperation models to focus on developing “New Energy for Communication Infrastructure” projects. Collaboration areas include: - Utilizing mobile base station resources to build distributed PV/energy storage systems - Creating virtual power plants - Developing integrated “generation-grid-load-storage” projects for data centers - Tailoring “new energy + industry” solutions for mobile enterprise clients (e.g., campus microgrids, wind-solar hybrid power for 5G base stations) This will enhance competitiveness in new energy quota applications and establish benchmark “communications + energy” cases within Gansu Province.
6. Enterprise Digital Transformation: With data as the core element, both parties will deepen cooperation in cloud computing, big data, IoT, and AI. Leveraging advanced technologies (such as DeepSeek intelligent analytics and China Mobile Cloud AI Appliance), they will elevate digital management and operational capabilities to jointly build an industry-grade digital foundation.
7. Technical Exchange and Service Support: Establish a mutual technical exchange platform, exchange key technical personnel, and promote integrated innovation. Gansu Mobile will provide Tongli Risheng with strategic-level one-stop services and 24/7 maintenance support.
Signing Ceremony and Future Outlook
Witnessed by attendees, Chen Changliu, General Manager of Gansu Mobile Computing Power Branch, and Wang Ye, Chairman of Beijing Tianqi Hongyuan New Energy Technology Co., Ltd., formally signed the strategic cooperation agreement as representatives of both parties. They exchanged agreement texts and took commemorative photos, marking a new phase in their collaboration.
As a wholly-owned subsidiary of China Mobile and the primary builder of the Qingyang node and cluster for the national “East Data West Computing” initiative, Gansu Mobile has planned a 140-acre intelligent computing center within the Qingyang “East Data West Computing” Industrial Park, capable of supporting clusters of no less than 160,000 server cards. This collaboration represents a pivotal step for Tongli Risheng in expanding its new energy business into the green integrated service sector for high-quality electricity loads such as data centers and communication base stations. It aligns with the strategic partnership established between Tongli Risheng and the Qingyang Municipal Government in March 2025.
