Qingyang, Gansu Signs Green Power Direct Connection Demonstration Project, Harnessing Policy Tailwinds to Build Green Engine for East-West Data Computing
Beijing, June 13, 2025 — At today's “New Opportunities in Longyuan, Win-Win New Development” investment promotion conference hosted by the Gansu Provincial People's Government in Beijing, the Qingyang Municipal People's Government successfully signed a strategic cooperation framework agreement with Beijing Tianqi Hongyuan New Energy Technology Co., Ltd. (hereinafter referred to as “Tianqi Hongyuan”). The signing, witnessed by Gansu Provincial Party Standing Committee Member and Executive Vice Governor Cheng Xiaobo among other leaders, marks a pivotal step for Qingyang in advancing green power direct connection applications and supporting the national “East Data, West Computing” strategy. This initiative serves as a pioneering demonstration following the National Development and Reform Commission and National Energy Administration's latest Notice on Orderly Promoting Green Power Direct Connection Development (hereinafter referred to as the “Notice”).

This collaboration aligns closely with national energy policy directives. The Notice, released in early June, explicitly defines green power direct connection as the direct supply of electricity from power sources to single users via dedicated lines, bypassing the public grid. This approach enables clear physical traceability of electricity and aims to enhance local consumption of renewable energy while meeting users' green energy needs. Projects fall into grid-connected or off-grid categories. The “energy storage power station directly supplying data centers” model adopted by the Qingyang project represents a typical application scenario defined in the Notice. Particularly its off-grid characteristic—where the power source, users, and lines have no electrical connection to the public grid—operates as an independent system, perfectly aligning with the policy's encouraged direction.
This signing deepens and advances the cooperation established in March this year between Qingyang City, Tianqi Hongyuan, and Jiangsu Tongli Risheng.
